Cop fired over slow response to brutal attack on women who rejected thugs’ advances at Chinese diner

A police deputy director has been fired over the response to a savage attack by a group of men on four women who were eating at a late night barbecue restaurant in China.

The shocking assault, which took place on June 10 in the north-eastern city of Tangshan some 100 miles from Beijing, prompted outrage on Chinese social media and an investigation into why police were so slow to respond.

The report released today into the handling of the case by five public officials, including a deputy district head and a public security bureau director, found that it had been ‘slow and improper’. 

The investigation probed the police’s untimely dispatch of police, irregular law enforcement and suspected serious violations of discipline and law, according to local reports.

Policeman Chen Zhiwei had told investigators that he had arrived at the scene of the crime around five minutes after receiving the call at 2.41am.

But the report made clear that police did not arrive until 3.09am, a full 28 minutes later, by which time all the suspects had long since disappeared. 

The report also revealed that one of the main suspects, Chen Jizhi, 41, was suspected to be involved in a litany of other crimes, including illegal gambling, illegal detainment of others and affray.

Police added they were escalating their investigations to look into whether the suspects had ties to criminal gangs, given the extensive criminal record of mob-like behaviour which extended to loan sharking and debt collecting.

Nine suspects – seven men and two women – were tracked down and arrested two days later on June 12.

Of the four women attacked, Yuan Mou, 24, and Li Mou, 29, were lightly injured, but Wang Moumou, 31, and Liu Moumou, 29, were sent to intensive care and are still in hospital eleven days later.

The only time someone comes to the womens’ defence inside the restaurant is when the friend is being kicked at on the floor, when another of the three companions who watched the initial interaction between the man touching the woman’s back.

She protects her friend by using her body as a shield to stand over her, even withstanding when a chair is chucked over her back.

But the woman initially attacked is targeted again by the perpetrator in the green jacket, who notices her stood up beside him, and quickly grabs her by the hair to punch her in the face and launch another onslaught of violence.

Once outside, the violence continues, and when another woman steps in only to be punched in the face, knocking her to the floor where she smashes her head on the concrete floor. 

Chillingly, one of the men is heard on the video shouting ‘beat her to death’ before joining in with the savage attack. 

The woman who has now faced three minutes of constant blows to the head and body is seen on outside CCTV footage getting kicked in the head, dragged by her hair and pushed into broken glass on the concrete pavement.

A minute later, the men wander away from the scene down a side street behind the restaurant. The woman gets up and runs in a similar direction.

The alarming video clips have been widely shared online and has sparked outrage over the consequences of facing predatory sexual behaviour.

It has also renewed an online debate about sexual harassment and gender-based violence in China, where the conversation around women’s rights has grown in recent years despite pressure from a patriarchal society, internet censorship and patchy legal support.

Campaigners say domestic abuse remains pervasive and under-reported while prominent feminists also face regular police harassment and detention.

Web censors in China blocked keywords linked to the #MeToo movement after a wave of women accused university professors of sexual harassment in 2018.

China is ranked 39th out of 189 countries in the United Nations’ Gender Equality Index. 

One of the women who witnessed the horrific assault told local media: ‘These men feel they can just freely attack a woman in such a public place. Because so many men in the past have done the same. So the man felt he could do the same without any consequences.’

Locals branded them ‘animals’.
